    Governor of New York and the State's Legislative Leaders Announce Plans to Make Emergency Grants Available to Small Businesses, Homeowners and Renters Impacted By Chelsea Explosion

    New York, New York - - - New York small businesses, homeowners and renters who incurred uninsured losses and physical damage as a result of the Chelsea explosion may be getting help from the government. On Wednesday afternoon, New York's Governor Andrew M. Cuomo, Senate Majority Leader John Flanagan, and Assembly Speaker Carl Heastie announced an agreement designed to help the affected group.

    Included in the remarks made by the Governor were the following:


    Thank you very much. I want to thank Mr. Peretz for taking some time and giving us a tour of his store and showing us the kind of damage that he sustained from the bombing last Saturday night. As you know, we have been working very hard post-bombing to apprehend the people who were responsible, but also to make sure anyone who was hurt directly or indirectly from the explosion, property damage, etcetera, is compensated and gets up and running as quickly as possible. The bomb did do damage to store owners. It did do damage to residences and the state is going to take two actions.

    First, the Department of Financial Services, which is an agency of this state called DFS – which operates this very attractive mobile unit – will help businesses and homeowners who are making insurance claims and can help expedite any insurance claims that a company or a homeowner is making. The Department of Financial Services regulates the insurance industry so they are very familiar with the process. And in a situation like this, we would hope that the insurance companies would be cooperative and would expedite any reimbursement that is due the business or the owner.

    Number two, if there was a loss that was suffered by a business owner or a residence, which is not covered by insurance, the state will reimburse the homeowner or the business owner. I spoke to Speaker Heastie who is in charge of the New York State Assembly and Majority Leader Flanagan who is in charge of the State Senate and they agreed to authorize a state appropriation to reimburse people who were hurt financially and who are not covered by insurance. So I want to thank the Speaker and the Senate Leader for their cooperation. People talk about how government normally operates slowly. Here it has operated very expeditiously. This is a highly unusual circumstance and it was an emergency so I thank them for their cooperation. So we will expedite the insurance coverage. If the loss is not covered by the insurance, the state will compensate the owner of the residence or the business. Again, this is for damage that was incurred because of the bombing on Saturday night.

    Last point before I introduce my colleagues. I was upstate this morning and it was amazing how many people from upstate New York had the same observation: how proud they were of the way the people in New York City handled the bombing, how proud they were of the first responders, how proud they were of the resilience of New Yorkers who got right back to work on Monday, right back to business as usual, and didn’t allow the bombing to affect them, because that’s what terrorism is all about, right? It’s trying to disrupt our lifestyle and that didn’t happen.

    Again, we want to thank all of the first responders who did such a great job – federal, state and local. And most importantly, the people in the City of New York who came together, helped one another and moved forward.
